Emma Pullen is a PhD candidate at the Utrecht 木瓜福利影视 School of Governance (USG), where she is part of the Public Management Group. In her dissertation, she examines the role of public professionals (such as doctors, teachers, and police officers) in addressing societal challenges in turbulent times, including crises. Her research pays particular attention to how public professionalism takes shape in distinctive contexts, such as small islands.

In addition to her dissertation, Emma is involved in ROBUST, a Horizon Europe research project that focuses on robust governance. She is also a member of the core team of Security in Open Societies (SOS) within the strategic theme Institutions for Open Societies (IOS), where she collaborates with researchers from various disciplines on issues related to security, freedom, and democracy. Furthermore, she teaches in the Master鈥檚 track Public Management.

Previously, Emma worked as an academic advisor at USG consultancy. She was also involved in PADST, a European research project examining the interconnections between digital transformation and the sustainability transition.

Before joining Utrecht 木瓜福利影视, Emma gained experience in both public and private sector organizations, ranging from consultancy firms to local governments.
