Advancing monitoring, evaluation and learning in life-sciences innovation projects: the case of Oncode Accelerator

Financed by the National Growth Fund Oncode Accelerator, this project aims to develop and implement a monitoring, evaluation, and learning (MEL) framework for Oncode Accelerator and similar large-scale innovation projects in the life sciences domain. The focus will be particularly on examining the impact of large-scale innovation projects on policy and regulatory change. To achieve this, the project will draw on theoretical perspectives from Mission-Oriented Innovation Policy (MOIP), theory-based evaluation, and social innovation,  emphasizing the importance of societal outcomes such as inclusivity, equity, and access. The project will progress through several cycles of developing, implementing, and refining the M&E framework, alongside reflexive assessments of how M&E activities are adopted within and direct innovation practices.

 

Jose J. Gepanaga hails from the Philippines. He earned his MSc in Management of Bioeconomy, Innovation, and Governance from the  ľ¹Ï¸£ÀûÓ°ÊÓ of Edinburgh as a UK Chevening Scholar. Prior to that, he was a Program Manager at the Philippine Department of Science and Technology-  Philippine Council for Health Research and Development (PCHRD), leading the following R&D programs: OMIC Technologies for Health (OMICS), and Biomedical Devices Engineering for Health (BIOMED). His research interests include Health Technology Governance, R&D Project Management, ‘OMIC’ Technologies, Research-to-Translation Studies, Impact Assessment of Emerging Health Technologies, and Non-Economic Valuation of Innovations.
