Hsing-Hsuan Chen is a PhD student focusing on wind energy's impacts on the environment and society. Her work includes building a shadow flicker model and other modelling tools to improve the understanding of wind energy impacts.

She was a researcher with expertise in analysing decarbonisation pathways at PBL (Netherlands Environmental Assessment Agency). She has worked on the EEA (European Environment Agency) projects on climate change indicators and the cost-benefit analysis of EU climate measures. She also contributed to the CLIMA projects that analysed the current climate policies and mitigation for major emitting countries. She worked on the IMAGE model (Integrated Model to Assess the Global Environment) and has contributed to the energy model's development and the scenarios with COVID-19 impacts, including the one with recovery packages. She also developed a decomposition analysis method to evaluate the contribution of carbon deduction from different sectors.
