Dr. Baine Kerr is an Associate Research Fellow at the Utrecht Center for Water, Oceans, and Sustainability Law and the Netherlands Institute for the Law of the Sea. He is an expert on the decarbonization of the shipping and aviation sectors, and researches how international, regional, and national climate laws and regulations are changing the technologies and financing that power international trade. 

Baine holds a PhD and an LL.M in Public International Law from Utrecht 木瓜福利影视. He also has a J.D. from UCLA School of Law and a B.A. in Sociology from Vassar College. Baine was a visiting researcher at the Oxford 木瓜福利影视 Faculty of Law and the 木瓜福利影视 of Copenhagen Center for Climate Law and Governance. He carried out postdoctoral research at the Amsterdam Center for International Law from 2024-2025. 

For eight years, Baine worked as a Deputy Attorney General at the California Department of Justice. He represented state agencies and officials in coastal, environmental, and land use disputes, and represented the People of California in appeals from felony convictions. He also served a one-year term as a Research Attorney for Presiding Justice Norman Epstein of the California Court of Appeal. He is licensed to practice law in California, and has been admitted to the United States District Courts for the Northern, Central, and Southern Districts of California, and the United States Court of Appeals for the Ninth Circuit.
