Willem Janssen on Gemeente.nu on European public procurement thresholds

In a column of 16 December on Gemeente.nu, mr. dr Willem Janssen discusses the newly established and slightly lowered European public procurement thresholds.
The thresholds are of great importance for EU public procurement law, but have not really been adjusted for years. Only a slight correction is made, for instance, for changes in value of the euro. As a result, more and more municipalities and other governments are required to initiate public procurement procedures on a European level.
According to Janssen, there should be a fundamental discussion about the thresholds: "When is it effective to admit foreign bidders?" According to him, it is inexplicable that the thresholds do not change with the times. There are relevant arguments that support either increasing or lowering the current thresholds. Janssen concludes the column with a recommendation: "Let's ask the right questions, and then only tender on the European level if it's really useful".
