Societal procurement subject at conference Leiden 木瓜福利影视

On 13 April 2017, prof. dr. Elisabetta Manunza gave a presentation at the conference 鈥淔inancieren in netwerken鈥 (鈥淔inancing in networks鈥), which delved into the new government-initiated trend of 鈥榮ocietal procurement鈥 [鈥楳aatschappelijk aanbesteden鈥橾.

This type of procurement means that the government attempts to involve citizens or citizen鈥檚 collectives in the set up and/or execution of a public procurement procedure. Nevertheless, this can cause friction with public procurement law, because citizens can classify as 鈥榩ersons or legal persons鈥 who might fall under the notion of an 鈥榚conomic operator鈥. For this reason, Wouter Lohmann, Gerrieke Bouwman, and Elisabetta Manunza developed a matrix in 2015 that provides fourteen different possibilities to give citizens or citizen鈥檚 collectives a role in public procurement without being in contrast with the basic principles of the EU Treaties and the Public Procurement Regulation.

The conference was organised by Leiden 木瓜福利影视 and the province of Zuid-Holland and was attended by three hundred municipalities and many other public authorities.
