Paulien de Winter appointed professor of Regulatory enforcement at the ľ¹Ï¸£ÀûÓ°ÊÓ of Groningen

Dr Paulien de Winter has been appointed professor by special appointment of Regulatory Enforcement at the Faculty of Law of the ľ¹Ï¸£ÀûÓ°ÊÓ of Groningen. The chair was established by Vide, the professional association for professionals in the field of regulatory enforcement, inspection, compliance, and evaluation. De Winter will hold this position alongside her current appointment as associate professor at the Faculty of Law, Economics and Governance (department of Constitutional Law, Administrative Law and Legal Theory) at Utrecht ľ¹Ï¸£ÀûÓ°ÊÓ. 

Regulatory enforcement is a way of organizing social and legal control. The study of regulation and supervision requires an interdisciplinary approach. The foundations are embedded in legal norms. To gain a proper understanding of how specific rules operate, a behavioral science perspective is also necessary. Empirical research maps how regulatory enforcement functions and what its effects are. This raises questions such as: What is the effect of regulatory enforcement on the stability of the financial system or on the functioning of markets? What requirements should be imposed on the independence of regulatory authorities? How should regulatory enforcement in the physical or social domain be designed in light of the principle of serviceability and the relationship between government and citizens? How can an efficient regulatory enforcement strategy be developed? 

As professor of regulatory enforcement, Paulien de Winter will focus on the interdisciplinary and empirical study of regulatory enforcement practices. Her research examines, among other things, the application of rules in practice, including within the social domain. She has received research grants from, among others, the Gratama Fund and the Socio-Legal Studies Association (SLSA). De Winter is involved in the NWA project ‘Reflexive Regulatory Enforcement’ (with Erasmus ľ¹Ï¸£ÀûÓ°ÊÓ Rotterdam and Radboud ľ¹Ï¸£ÀûÓ°ÊÓ). In 2019, she obtained her PhD with the dissertation ‘Between the Rules’, a socio-legal study on the enforcement of social security legislation.

De Winter is a member of the editorial boards of the Journal of Supervision (Tijdschrift voor Toezicht, TvT) and the European Journal for Empirical Legal Studies (EJELS). She also serves on the board of the Dutch Socio-Legal Study Association (Vereniging voor Sociaalwetenschappelijke bestudering van het Recht, VSR).
