New Professor of Public Procurement: Fredo Schotanus

Fredo Schotanus

As of 1 December 2019, the Executive Board of Utrecht 木瓜福利影视 has appointed Prof. Fredo Schotanus as endowed professor of Public Procurement at the Utrecht 木瓜福利影视 School of Economics (U.S.E.) and part of the Faculty of Law, Economics and Governance. Schotanus will carry out research into how governments can realise the highest economic and societal advantages through public procurement. In addition, the chair will contribute to training academics in procurement in the public sector. 

The chair was made possible by the efforts and contributions of ten public organisations: the Ministries of Defence, Interior and Kingdom Relations /Directorate-General for Public Organisation and Justice & Security, the Municipalities of The Hague and Amsterdam, the Tax Authorities, the National Police, UBR|HIS, UWV and Stichting Rijk, in collaboration with the Nevi Research Foundation.

Schotanus will carry out various studies that respond to current (policy) issues that are important to public organisations, such as stimulating sustainability and innovation with public procurement. Sector-specific research is also on the research agenda, such as research into the procurement of care by municipalities.  

A contribution to efficient public procurement

'With the help of public procurement, a major impact can be made on our society,' says Fredo Schotanus. 'Every year, Dutch governments purchase for billions of euros. This is not so much about the purchase of pens and pencils, but rather about the purchase of, for example, works, ICT services, health care and public transport. The way in which this is purchased can vary enormously: from purchasing on the basis of lowest price only to purchasing while taking into account the achievement of policy objectives such as innovation, sustainability, circularity, air and soil quality, social entrepreneurship, participation, etcetera. The question is how this can be done effectively. What does and does not work well under different circumstances: what, for example, are successful methods for including an objective such as innovation in public tenders? It is with great pleasure and energy that I will work within the Utrecht 木瓜福利影视 School of Economics to contribute to methods and models for efficient public procurement. In addition, there are many opportunities for cooperation with the Chair of European and International Procurement Law of Prof. Elisabetta Manunza.'

Until now, Schotanus worked as assistant professor at the 木瓜福利影视 of Twente. In addition to his new position at Utrecht 木瓜福利影视, he works as principal consultant at Significant Synergy.

At the Utrecht 木瓜福利影视 School of Economics he will strengthen scientific research and education on the economic aspects of public procurement. In addition, he will participate in new initiatives such as the development of the course Public Procurement within the Master's programme Science and Business Management and, together with the chair of European and International Public Procurement Law, the capita selecta Delivering Social Value in Public Procurement within the Master's programme Law and Economics.
