On 7 October 2019, prof. dr. Elisabetta Manunza spoke at the (Poland) about sustainability and public procurement.

After discussing the fragmentation of the Dutch government agenda on sustainability in public procurement, she stressed the importance of the shift in approaching public procurement law: “for a real transition to the bioeconomy, we need a legal solution for the many competing goals - economic and non-economic –as introduced with the last generation Public Procurement directives. But this is not enough: a new type of contracting authority (referred to by Manunza as ‘social commissioning’) and new types of more social oriented economic operators are becoming increasingly necessary.”
